Concept: War as a radical simplification of the structure of the social relations and of the structure of individual human feeling

 

This presentation describes a story of Forum of early warning and early reaction (FEWER). It is a global net of social organizations, research centers and UN agencies. And it was created in response to the incapacity of the world community to prevent genocide in Rwanda in 1994. The presentation observes the process of early prevention of violence using the examples of conflict situations in Eastern Africa and Northern Caucasus. And views these examples in the light of imperative of common efforts on the side of states and civil society. The basis of this common activity is the constant monitoring and independent analyses of the situations in the zones of potential conflicts. The dialogue between all players and all sides is essential as well as the participation of the civil society and the joint planning and execution of measures of early prevention the rising violence.

The essence of the author’s concept lies in the necessity of common efforts of the state and of the civil society for the building of the just peace using all professional contributions of different individual specialists and organizations, that take into account the world’s experience in early conflict prevention. This is possible only on the basis of common spiritual values, ethic codes and critical rethinking of the results of the so called Realpolitik. If one takes into consideration that the price of conflict prevention constitutes only 2% from the overall price of the warfare, and also the fact that nearly 90% of the modern conflicts end at the bargaining table, then the value of preventive measures becomes strategically important in de-escalation of violence and in the achievement of the just peace. For nobody needs just any peace. The peace has to be just.
