Concept: Providing for mutual security as the new diplomacy in the age of nuclear weapons

 

Security is the main unit of modern diplomacy, its main value. Security can not be achieved today outside the global context. Yet in the core of “security” there lies a “humanitarian factor”, i.e. the influence and effects of the decisions made on human life. This type of diplomacy mirrors the conditions of the radically changed world that exists under the influence of the scientific and technical revolution, the threat of the nuclear weapons and within the experience shaped by the World Wars. Our security is understood nowadays as the collective action. The diplomats are no honorary postmen as they were once called. Diplomacy is not the information of one side of the decisions made by the other. Rather it is the method of the achievement of balance of many interests. Security touches nowadays upon many spheres of human life – not only the military security but security in the cases of hunger, ecological catastrophes and human rights. First this concept of common security was born in the XIX-th century, in 1815, at the Vienna Congress. Then it was transformed into the idea of the League of Nations. And after the Second World War it took the form of the United Nations Organization which at first was to carry the title of “Security Council”. This is an accent made on the preventive and multi-sided diplomacy, where the use of force is seen as the drastic measure and is implemented only on agreement of the countries participating in the UN and along the principles of “rational sufficiency”.  Such diplomacy does not create effective images of an Enemy but is involved into the effective solving of the problems existing in the world.
